Enemy gone walkabout

Hi folks. In a couple of scenarios I've designed, the enemy head off to an obscure corner of the map for no apparent reason. Can anyone tell me why and how to stop them? I've included the scenario...

Would it be hard to add the option to change unit typ in scenario editer? The reason I wanted to was to allow an artillery piece on a barge to fire indirectly.

If you wanted to you could even fight on a supertanker although you may need reinterpret the scale for that to work.

Suhir - the briefing was intended to convey "Don't go up the road!". When I re-read it without an Australian use of words I'm guessing "roll up" suggested rolling in tanks rather than just "go to". ...
