Well I've no problem with scanners, but sensors... now that's funny. If I have a psychic cloak at lvl 5, but EM cloak only lvl 2, then a crummy EM sensor 2 by my understanding would see my ship?

He's right, they can be launched in combat. With your ship selected go to Orders and Launch Units (or L key). Then launch away.

-On High Tech level, Gas Colo is still incomplete at level 1.

Not bonuses per se, but the number of WPs and militia makes it one hell of a fight. And I lose so many troops (relatively, since good troops take pretty long to build) that I can't load them up on...

Nope, planetary shields (even massive) don't do zilch against troop invasion. That's why you can take any planet that's not a homeworld really easily.
