How about really high reproduction and colonization rates and call the race "Tribbles".

Should be very passive, shouldn't covet allies' planets etc.

Should be very hard to scrape off your shoes...

I don't know if it's compatible with the modpack ethos of preserving compatibility with the base game, but I'd really like to see Suicide_Junkie's pirate mod in the next release.

The "slave labor camp" facility raises the interesting prospect of a pirate/slaver class.

Slave trading was after all the mainstay of the classical pirate/buccaneer economy.
