My experiences in the past always showed ground level building using that technique.

The impassable/rough "cap" is to ensure cover and concealment are good, because it is still "part" of the building.

Actually there's a way, but rather tedious:

Deploy your troops as usual & save it, then load the scenario to actually play it. While playing the scenario (only 1 turn preferably) change the tanks...

You can also turn the whole turret-hull facing, and then move the tank anywhere. The hull will face the direction the tank is moving, but the turret stays where it was facing before. This is useful...

I was thinking in a chaos of battle, there may arise the need to enter rough-slope terrain with friendlies (tanks, inf, etc) already there is more likely than entering building.

A rubble/hole is not immobilizing terrain, like rough slope or buildings are. In your example the building is already destroyed by the first vehicle. Try that scenario 17, and deliberately ram one of...
