I too would probably change some weapons, starting with the ones which were more traditionally for dealing with heavy armor; warhammers, mauls, picks, lucerne hammers, etc. by lowering their damage...

Yes, it's a specific list they use.

As for your second suggestion, it should also be doable. Remember when writing Fireball up, that it has a nextspell effect.

It is a heavy damage weapon that provides fire immunity. It also does double damage to demons.

Damagewise, it tends to be overkill for anything but against a demon SC.

Either of the Lords of Fertility (the Pretender) or the Unique Indep. Commander do not raise population, in fact, do not even raise growth. I believe all they do have is a sizeable supplybonus.
