I think that atleast part of the building problems that the AI is experiencing are caused by this 'bug':

It involves Defense Bases and Colonizers. Here is an easy way to reproduce this 'bug'....

I too think that the mines are not a problem in human vs. human player, but in situations where AI is against a human player they are. AI will send only 1 minesweeper at the time to clear minefields,...

Has anyone else noticed that the AI's construction queue's tend to be empty, atleast later in the game? Usually if it is constructing something they are facilities or upgrades to existing buildings....
