Research them up to Level 5 (not too expensive) and load every attack ship with at least a couple of them.

Setting it to "Capture Planet" didn't work.
Capture planet actually consists of 2 movement strategies: Drop troops and Optimal Weapons Range. It also allows firing on Planets.

I always assumed it worked the same as the Research queue. Finished as many as it could, and the rest wrapped around until the next turn.
