Actually the game looks for abilities not the names of facilities. If you give something a spaceyard ability it won't work with an existing spaceyard no mater what the name of the facility is. Now...

They only "cheat" if you give the AI a bonus in the game set-up. That will allow them to research faster than normal. How much faster depends on how big a bonus you give them.

Ship experience increases to hit and defence values. I have yet to see any benifit from fleet experience. I wrote to Malfador about this but so far I have not had a reply.
