Well, that's where you'd get kicked up into modifier 21's bonus. Maybe it doesn't allow more than 20 modifiers? Shouldn't be that hard to test.

Well, I justed tested that, and didn't get an increase in construction rate between workers and artisans. Unless I misunderstood what you meant, that's not it. Besides, there's a separate modifier...

Well, at least the issue with how ships affect score isn't really going to matter for the contest. Without a doubt, resource generation is what you are going to need to win.

I thought picking workers for a culture was supposed to modify your production +5% (ie resources, since scientist=research).

Is this broken, or does that 5% really modify something else?
