Proportions : Can\'t get "Massive Shield Depleter" comp

In a Proportions game, I've found Massive Shield Depleter tech in a Ruin.
It *should* allow me to get Massive Shield Depleter comp, which is a shield killing weapon (so no need for PPB ! cool

)...
But but but the comp doesn't appear in the design screens !

It's not even in the weapon "overview" screen (accessible from Design panel).
I've checked TechArea.txt and components.txt file, all seem OK there...
So what's on ?? Is this a bug ?? Did I miss stg ?
