How to make ship launch satellites in combat?

This is my problem. In simulator my ship does not launch any satellites (ship has satellite launchers and there is satellites in cargobay). What I have to do? Does ship design matter?

I don't think ships will launch satellites in strategic combat.

Go to tactical combat
Click on the sat ship
click on orders button
click on launch units (not launch fighters)
then launch.

If that doesn't work, I don't know what else will.

I know that way, but in PBW you don't have tactical combat
