Well, I don't know the specifics of VBASIC (I've tried to avoid it ), you can add the program to the startup list in msconfig (I think) or in the registry under, IIRC, HKEY_CURRENT_USER/Software/Microsoft/Windows/CurrentVersion/Run. That program would be the one to monitor the services and launch a kill program.
