Can you mod "levels" of a scanner jammer?

Are scanner jammers an all-or-nothing thing, I think they are right now, or is it an ablility that can be set with a value, like cloaking, so you could have levels of jamming?

Then it wouldn't be quite so easy to jam up scanners. I was just wondering....
