pop idea
ideas:
While it is cool that you can capture other races, I thing that there
could be more handling them after the capture.
A captured population should not be so easy to add your your empire.
There should be a % chance they riot and fight back. requiring that you
leave troops on the planet with them.
This % would decrease over time until they finally are part of your
empire.
I like to force relocate them deep into my empire and away from the
front.
Here is what I would like to see that would make the pop more useful and
a little more fun.:
Population could be split into a work/family group and a miltary/police
force.
ships would pull their crews from the miltary force. This force could
only be a % of your total pop and if all you have is a miltary force on
a planet, then no production/ship building/intell/research would take
place. Allowing you to have miltary planets that bring no production.
You would have to have a miltary fac to house these.
Planets that produce ships would not be in use until the required amount
of miltary personal are trained/shiped to that planet to take control of
the ship.
If the crew has or is made up of members from a captured race, there is
a % chance that they would rebel and take your ship back to their
homeworld. This % would go away if the homeworld no longer exist. And
would go down the longer they are part of your empire.
captured population
camps would have to be set up to house them as prisioners until such a
time that they are freed into your pop. while they are prisioners, they
would produce 1/3 of what your free own pop produces. And a
miltary/police force would have to be on the planet with them. reducing
the number of fac that the planet can house due to the camps. As long as
they are held, they will not go above indiffence. Once they are freed,
then the normal pop code could take over as they are now truely part of
your empire. as long as their orginal homeworld exist, then while they
are camped and you are at war with that race, you must have
miltary/police pop on the plant with them or the % chance they revolt
will rise. to min the chance until they have been with you for a perion
of time. If you freed them to earily then their is a higher chance of
them revolting. If they win the revolt, then the planet and the
surviving pop of your race would then be under the control of the other
side.
Since you would need have camp fac to hold them, relocation would be
important or they would be raiders and randomly attack your pop on that
planet, supplies until a camp is built.
This would increase the role of the pop and allow for other forms of
gameplay.

I feel this would add a better role for pop and race capture issues.
