Scenario editor in the works?

I thought I heard something about this before but I wonder if/when an official scenario editor is coming? (Or is it in the game already? I don't have my copy yet!)

I'd like to use custome race styles and make some maps with classic sf races, but I'd also like to be able to hand place some fleets and planets in the beginning of the game.
