Would this be considered a bug ?
In a recent game I had a prophet with a base hp of 80, who was heavily equipped with magical gear and I made an interesting discovery.
When deep in enemy dominion, his hp are reduced ( in this case by 61 to 19 ). This was not unexpected, what *was* unexpected though was when an enemy unit got a lucky hit in and caused a 'never healing wound' affliction.
This reduced his max hp by 20%.... of his *base hp*. I.e. he now had a max hp of 3 8)
Given that was only enemy dominion 5 or 6 or something, it means that a prophet with a never healing wound going into a dominion -8+ province would probably have a negative max hp and instantly die.

The effect will be no different from if he had a lower starting hitpoint to begin with, ie 50hp -20% =40hp, these 40hp would then be reduced by enemy dominions if applicable. Pretender/prophet HP is reduced by 20% per enemy dominion step, but it stops at 1hp. Since he won't die from it it seems a little odd to call it a bug.

My concern was that the way that the two effects stacked seemed to be additive.
I.e. - from your own example :
With a 50 hp prophet, an 80% dominion penalty would reduce their hp to 10, and a 20% never healing wound would reduce that by another 10 to 0 ( or 1 with the mechanism you described above ).
On the other hand, a 40hp prophet with an 80% dominion penalty would have their hp reduced to 8.
Logically the never healing wound should reduce their *current* maximum hp by 20% rather than their *base* maximum hp, then both examples would end up at 8hp.

Ok, you are right, it appears to be additive, I should check those things out before I reply. But if it works as it should the hitpoint still shouldn't drop below 1, same as in enemy dominions greater than 6.

Speaking of enemy dominion. I had a game Last night on the Inland map, me playing Pangea against Marignon, Ermor and Tien Ch'i. (marignon & Tien Chi at Impossible and Ermor at easy)
The mod that was in use was Cherrymod scales v.01 (the one with 'fixed' luck and growth scales)
I'm currently at turn 69 and getting my *** kicked, by Marignon... and here comes the funny part, I noticed that Marignon got a few provinces with a dominion more powerful than 10 (which I thought was the maximum).
The only one I can see now for sure (since I haven't got many provinces left) is province nr. 146 which currently has a dominion of -32.
I wouldn't want to face the enemy God there, I tell you =)
But seriously, I don't know what's making this. This is the first time I ever seen this, and I'm curious if anybody else ever seen this? Is there a site or something that can do this?
