Default Sending messages & turn replay
I did a hotseat test (simultaneous turns). I did a movement replay (stepped) and while paused on day 0 I went to the diplomacy screen and sent a message. I then ended the turn. The game froze during the processing phase.

After doing some more testing, I found that you're allowed to access the diplomacy screen and try to send messages during day 0 but not on any subsequent days of the stepped replay. Sounds like it's a bug that allows you to send messages on day 0.
