Mod\'s independent of games?

If I'm playing a PBEM game that is clean using only patch 1.35, can I still use the Mod-pack and other mods in order to use in games vs the AI?

Or will that effect the PBEM game as well?

IF so, how do I get around this so that I can mess around with the mod pack?

Also with other mods are good? I'm getting the modpack, sound mod, and possibly and event mod? Are mods compatible? If I get the techque mods will it screw up the mod pack?

confusing....
