Treaties question?

What will a subjugation treaty do when offered to a Player empire?

Be refused. I'm not sure, if it takes over the empire completely a human player would surely refuse unless he is tired of the game. If it means you gain power of veto, as such, over them they might accept for rp sake. I've always found the situation intriguing, although it's never happened. I can't see it as possible to submit to another player and be able within the game to do something like build up rebel forces to some day turn up to overthrow the subjugator.
