Possible bug - stuck Pangea recruitment
My wife has been playing Pangea, and she has had the case several times now in which a unit that has been purchase in her capital will not build. She goes to end turn, everything seems fine, but when she looks in her queue, the unit is still there. This only happens after the early part of the game, otherwise it is random. But once it happens, no more recruitment in that province ever takes place. She does have enough resouces to recruit the unit, and it does not seem to be unit specific.
Is this a known issue? It seems to be pretty repeatable, so I am sure I can get a save file if needed.

Is it EA Pangaea?
Check the unrest, if it's over 100 no recruitment happens. EA Pan has several troops (revelers and the extra good hiding satyrs) who increase unrest in the province they currently are. It does suck, but at least they're well worth the money. Just make sure they don't hang out in the capital.

To lower unrest, put taxes to 0 (unrest lowers tax income any way, just remember to change it back!) and patrol with fast and/or flying units. Patrolling kills population, but getting unrest below 0 is worth it. Unrest below 100 doesn't affect recruitment, besides lowering the amount of income and resources you get to use.
Now that she has seen how well it works, she should send a raiding party to an enemy's capital...

One other possibility: check that province's resources. Are they at 0? If so, then there are probably at least two castles in the provinces neighbouring that one, sucking the original province dry. If resources=0, nothing can ever be built there.

As the province in question is the capital of the nation, and castles don't drain resources from other castled provinces, I doubt that's the problem.

Is this in the faq?
Q: I queue my units to be built but when I end the turn and start the next one, nothing seems to be built. I can still see the units in the queue, they just aren't getting built as they should be. What gives?
A: Check the unrest of the province you're trying to recruit in. If it's over 100 nothing can be recruited there. To lower unrest you can patrol with an army and lower taxes.

Yea, sorry. I checked for her, it was unrest. I did run a search for it, but since I was looking specifically for Pangea, nothing came up. I would have never guessed that she forgot to turn taxes down off 200% after the first few turns
