Placing victory hexes

Ok. Call me a dummy. Is anybody else having problems placing victory hexes? When I try to create a battle, I can only place one victory hex. I am playing on Win7.

You are using the same VH over and over.
Place a VH and then use the "N" key to go on to the next flag..note the VH# has changed, or next and back on the interface.
