MAYDAY.....Mod Help Please

Ok,

I have all the mods downloaded and installed to the right directories. I installed the emp files for the different races in question. When I try to access them, I get the message that the game can not open to particular race empire. Now, if I create a new empire race, the files work fine. What am I doing wrong??????
