bug in 1.49

a long time ago, in a patch far far away, MM fixed a problem with diplomatic Messages being cut off at the bottom of the window. they did this by adding a scroll bar.

That same problem is present in other log Messages, such as long intel Messages like communication taps (and others). these windows need scroll bars as well.

does anyone know if this is fixed in gold, or if it needs to be reported?
