bug in 1.67

In gold 1.67, the ships with sun make capability try to build suns in a nebula.
They can't but try and try and try.......

I assume you're talking about the AIs, and not your own ships failing to clear the impossible order?

I put the ship in minister control.
All turns i receive the same message from the same ship in the same location.
I know that i can put it in manual control, but is a bug.

Yes, the AI sometimes gets its stellar manipulations out of order. I think it can't tell the difference between a nebula system and a regular system. Or maybe it gets confused if it doesn't have a 'destroy nebula' ship when it needs one and just goes on to the next step?
