Default Tech planets

I'm assuming that you have to colonize a planet to gain the acient tech (unlike MOOII where merely discovering it was sufficient). That being the case - if I colonize a sucky planet to get the tech - do I lose the tech if I abandon that planet?

No. You'll always have the tech regardless if you continue to occupy the planet.

Don't abandon it though. If nothing else you can fill it with storage components, research componets, intel, etc.

Yeah, planets with no resource value are still useful as resource storage. You ought to have the equivalent of at least a year's maintenance costs on hand at all times just in case of disaster. It's difficult if not impossible to have 'too much' resource storage.
