Need immediate Fix ! Simul unit launch

Im just noticed bug that really needs a fix, mayby not _so_ bad, but annoying anyway; simultanious game unit launching !

Why is there NO WAY to drop only ONE sat per sector, if u want to ? If there is a way, please tell me. It's quite stupid that i MUST place minimun 4 spy sats in same sector in system, i only need ONE and i only want ONE, to monitor that system.
