Default Stupid noob Questions: Part MMCCIX

Does Counter Intel defend agains any and all attacks as long as points are left in the currently running project(s) ?
When using lvl 3 counter intel, does mean it can only defend agains only lvl 1, 2, and 3 intel attacks ?
Puppet Political Parties needs applied intel lvl 4 and works agains AI every time (well ok, 50% of the time or so), but it never gets defeated(?). Can PPP even be defended agains ?

I just started a new game with TDM but none has PPP yet, so i cant check these either ..

Any level of CI can and will defend against any level of attacks. Points stored in Level 2 and Level 3 count double and triple, respectively. In addition, all counter-intel receives a 20% bonus (changeable in Settings.txt). As long as the points stored (including bonus) are greater than the points an attack cost, the attack fails. If the points stored are less, the attack succeeds. PPP has a built-in 50% chance to fail even if it defeats the counter-intel, from what I've heard.

[edit]PPP is rarely defeated because it costs so much more (400,000 points) than any other intel attack. It still will be defeated if the defender has enough points.

Oh, and that should be n00b for the benefit of all those l33t h4x0rs out there. Did I spell all that right? I'm a little old to be talking like that.
