Any level of CI can and will defend against any level of attacks. Points stored in Level 2 and Level 3 count double and triple, respectively. In addition, all counter-intel receives a 20% bonus (changeable in Settings.txt). As long as the points stored (including bonus) are greater than the points an attack cost, the attack fails. If the points stored are less, the attack succeeds. PPP has a built-in 50% chance to fail even if it defeats the counter-intel, from what I've heard.
[edit]PPP is rarely defeated because it costs so much more (400,000 points) than any other intel attack. It still will be defeated if the defender has enough points.
