Can't load emp file?

What is wrong with this emp file?
Am about to start a newPBW game but can't load an emp file from one of the players.
It's made with Gold SEIV 1.91 no mods.

When I attempt to load it it says:
Unable to load empire "cmypathandempirefile". empire file.

Whats up?

Could it be made for an empire with more points ? Say 3K for your 2K game.

I would say that most likely it was not in fact made using stock 1.91. He probably thought it was, but is mistaken.

Incidentally, I was able to get it to load into a game using DevNull Mod Gold. That's not to say he was definetly using Devnul mod, but probably something similer if not.

A. No it's not a point problem, then it warns that the player is using to many points.

B I also think it's Mod related.
I've sent hime your reply Geo with an hint that he needs to recheck any Mod running a third time...

I use the mod picker to change mods, but you can change it in some text file aswell I recall, then it would be easy to overlook.

If you use Modpicker, it will automatically set path to "None" regardless what mod you have used Last time.

If the path is set to none now, it's still possible it wasn't set to none when he created the .emp file yes? Have him try making it again now that he's confirmed it's set to none? If you still have the problem then, his stock files are messed up.

He remade one but it still didn't work.
So he sent me screen dumps of his set up and I copied those.
If he can't play the game later we'lll know that the stock data files are corrupt.

Oleg, I mean I use the Modpicker, I don't know what he does.

Is he perhaps not using the correct Version of SE4? Has he modified the stock data in any way? Send him RacialTraits.txt and have him compare his file to yours.
