How do I scrap items in a planets cargo facility?

You can't. You have to jettison it into space.

You can't. MM has been told we want to. If you want to get rid of cargo either jettison it or transport to a planet that has cargo space to spare.

To be specific, you can't scrap weapon platforms, mines or troops, IIRC. Mines can be jettisoned or self destructed. Fighters and satellites can be scrapped if you launch them into space first.

You can jettison any form of cargo, you don't need to launch them first.

Er, yes. But what I meant was that if you launch the fighters or satellites, you can scrap them and get some resources back. Jettisoning them will not give you any resources back, AFAIK.
