Default Is There A Minister to Upgrade Designs?

By any chance, is there a minister to upgrade designs? For example, when I research the Ion Engine III I would want to use that in all of my designs because it costs less. It gets a little tedious going through each design, upgrading it, saving it, and making the old one obsolete.

IMO, a nice touch would be if the system automatically marked an old design obsolete when you Upgrade it. You can always toggle the obsolescence off if you want to keep the old design for some reason.

sounds to me like that should be should be a toggle in and of itself ("Upgrade marks original design obsolete") .. I would have to agree that this would be a nice option.
