Capture Planet ... Strategic Combat ??

I tried to capture a planet via strategic combat.
I defeated the defenses with a fleet, moved on and brought in my assault transports.
I selected strategic combat, and my transport
ran to cower in on the edge of the map.
How so.....?
I selected as strategy 1st capture planet,
2.opt.wep.range, i had troops on board.
i tried different strategies in 2.strat.slot.
Transport armed with pd 4.
in tactical no problem when manually moved.
resolve combat he hides in corner.
what am i doing wrong ????? is it broken.
btw, is it possible to do a multiple drop
when i have more transports.
