auto create planet

Hi

I am destroying a lot of systems and planets, and basically there are a lot of asteroids, I am getting bored of manually creating planets, I remember I used to set minister on and it worked, but I turned individual minister on and now it does not seem to do anything, in empire options I set minister to steller manipulations.

I remember i had a bit of trouble the first time, but i did something to get it working, but I can not remember this time

what am i doing wrong?
