Have just posted V1.30g Klingon and Romulan AI Complete Files in the scenario/mods archive.

This Version tweaks the races a little more in order to reduce their ship building a little and do more researching. I have also reduced the number of shield generators that their ships carry a little too.

Dracus's Klingon speech file is included in the zip file too.

You should go ahead and combine them with the ship sets. As a single pack. If it is ok with the person who built the ship set.
