Can I restrict facilities?
Is there any way to completely restrict facilities to one per planet, aside from Space yard abilities?

There is a line in the facility.txt entries, but it seems that it was something that was in the original plan but never got implemented.

Oh well, I didn't think so. I tried the restriction line in the facilities text a couple different ways to see if it would accept anything. It seems to recognize "one per planet" as a command, as I don't get errors, but it doesn't do anything.
I also noticed that when the game puts facilities on your homeworld, it isn't restricted to 1 spaceyard. Anyway, I ended up going a different rout to get what I wanted, there were a few other things that didn't work as planed (automatic colonizing population will actually put 200M on a planet that only has room for 50M).

I believe that putting additional space yards on a planet will not give you the ability to work on additional ships however, but gives you the effect of one single space yard that can build at a high rate. It adds the total abilities IIRC.

Thus, the Space Yard Expansion:
Space Yard Expansions allow you to build multiple Space Yards on a planet, thereby increasing the planetary build rates.
