AOPs and priority fires

Russian Long Human vs AI
Meeting engagement

I have A0 and 3 AOPs AC0, AD0 and AE0. Based on my understanding of the revised gold spot rules, the AOPs should give me 1 spot each but when I check the bombardment screen, I can only set 1 priority fire hex even though I have 4 observers. See attached.

What have I missed?
