Blind mage casting Soul Slay

I was thinking of giving a mage the green eye and an eye of the void, along with other penetration stuff, to be an SC killer. Being blind from the eyes will set his precision to 0, but the spell has precision 100, so will he still be able to hit?
also, will two eyes of the void stack?
