Max Anger Change
I made some tests and noticed Max Positive Anger Change and Max Negative Anger Change aren't tenth of percents but full percents. Is this new information or have I just missed hearing about it?

New Treaty War := 100
Does this really work? I made a test where eight empires declared war to one empire and no change in happiness. Have I done something wrong or what?

Well, it does seem odd, but I have been too busy the past few days to even gaze longingly at the SEIV icon on my desktop, much less click it and play. So I haven't been able to experiment with what you have mentioned, so I haven't made any comments.

Remember that you cannot change happiness more in one turn then the Max Anger Change allows. How high was this number? Were there any positive changes (create a colony, troops, something else)? Were you watching the homeworld or a colony?

What Asmala is suggesting is that the default Max Anger Change of 200 is 200% not 20%. I believe he may be right or perhaps this is a bug.
In a 1.49 game from Last year I experienced going from Jubilant to Rioting in one turn! It involved an ally surrendering to me while being pummelled by an enemy. He lost (or rather, I lost) about three systems to enemy fleets on the turn he surrendered. In absolute numbers this would indeed send my ebullient people into riots, but if the max change is 20% then they should have gone only to happy or perhaps indifferent.

As Grandpa Kim said I believe the default Max Anger Change is 200%. I have encountered this in my normal games also, planets went from Jubilant to Angry or even Rioting in one turn, which should have been impossible. When I changed Max Anger Change to 20 and made tests, no planet went from Jubilant to Rioting in a single turn.
Quite strange nobody has noticed this earlier, it's pretty significant bug.

I have not played around with the happiness file itself but my understanding is that the happiness points are points and not percentages. In your example you will get 8 x 100 anger points for 8 war declarations. However this is cut at 200 points, the maximum negative mood changing value. The question is if all the positive and negative values are first calculated and then applied (and possibly cut) or if all the values for either side are calculated, cut, compared to each other and then applied.
Remember for testing this that a Homeworld will never riot so you have at least one colony devoid of any troops to make any useful observations.

Population Happiness Levels:
Pop Anger Pct Description Res Mod
75 - 100 Rioting 0%
60 - 74 Angry 60%
45 - 59 Unhappy 80%
30 - 44 Indifferent 100%
15 - 29 Happy 120%
0 - 14 Jubiliant 140%
All values are in 10ths of a percent.
The population's mood depends on how many percentages of the population are angry. At first every colony has 25% angry people and thus its mood is happy.
If you get 8 war declarations it means 8x100 = 800 tenths of percents. So after the war declarations you have 80% more angry people on each of your planets. If nothing very positive happens at the same time, every planet except homeworlds are rioting.
When testing happiness I'd like to remind you of the natural decrease which is towards indifferent.
It doesn't matter if it's homeplanet or not, your planet should never go from jubilant to angry in one turn.
