Repair ships and other newbie questions

(I've looked in Malfador's Q&A for these questions and there is no manual or help file in the demo)

1) I have just started playing the gold demo (I'm on about turn 40).
I built a ship using a destroyer hull with a repair module which I hoped would be able to repair damage to my ships but I can't see how to do it. Have I used the wrong hull or am I just missing something?

2) Can I resupply at a space yard or do I need a resupply facility as well?

3) What is the equivalent of SE3's population minister? I've built a transport vessel which I think can transport population and I want a minister to handle the shuttling about of people.
