Scenario Question

Hey all, I am trying to create a game setting based of the Fading Suns RPG. Really good, rich game. Now I have recreated their jump web and am trying to allocate the systems to the various noble house but I was wondering if there was any ways I can prepopulate all the planets with assorted tech and allocate these 3 to this group, these 5 to this group etc at the beginning of the game? Any info would be useful. Oh this is my first modding experience.
