Well, this is getting VERY annoying...
Sorry if I posted about this before, but... wars are TRULY impossible to end. Al least, it resembles so.
In a game of 300 turns, at war with the Abbidon since turn 50. Gifts given, tributes given, not even smelling their systems. No treaties with their enemies. Offered Non-intercourses/Non-agressions every five turns. At turn 300, THE WAR STILL THERE.
I know in the AI files there's a turn minimum after the first friendly treaty, but this is absurd.
Another game, playing humans. Two other races (toltayan & phong) at war. I ask the toltayans to sue for peace with the phongs. "We'll do it", they say. Fine.
Three turns and the war still there.
Well, perhaps is problem of the phongs. I ask them to sue for peace with the toltayans. "We'll do it", they say. Fine.
Another three turns and the war still there.
Well, I'll ask both of them in the same turn. "We'll do it", say BOTH.
Another TEN turns and the war still there.
Please help! What's happening here? If I have to mod something, I don't mind. But please tell me exactly what! I spent many money on this game and I'm really frightened.
PD: Does the AI offer exchanges (give me tech X and I'll give you tech Y, you know) at all?

You didn't mention scores did you? You wouldn't by chance be over the mega evil empire threshold? But I have seen this behavior before in races when you weren't above the threshold, so that's just a thought.
As far as modding the file related to this behavior is the AI_anger file. You can try playing around with that and see what effect it has. I wouldn't get your hopes up though. Chances are good if you do manage to get them to pake peace you will end up with an ai race that is a pushover.
The AI are incapable of determining when an ally is preparing to stab them in the back, so to give them some chance at survival they need to be on the side of distrust I think. I hope this one factor isn't what you paid for when you bought the game.
The easiest way to end a war with an AI race is to exterminate them.

I was the 4th/5th; doubtfully mega-evil.
I can understand... problems with AI designing, but...

I don't like games of extermination and wars, either.

Yes most of the Messages you recieve from the AI are simply window dressing. There is one formula used to determine if the AI will accept a demand or not, there is another to determine whether or not they do the thing you demanded they do. There is no corelation between the message accepting the demand, and the act of doing it. Doesn't make sense, but that's how it is.
AI diplomacy is probably the weakest point for SEIV. No use in trying to deny it. There is so much broke I am not even sure that it could be fixed. Fortunalty the rest of the game is a bLast, at least in my opinion. But honestly I almost exclusivly play aginst other people, not the AI so for me it's not that big a deal. I know that doesn't help you much, but there it is.
And maybe SEV will be better in this area. We can hope anyway.

There is quite a lot of AI actions that don't
happen. For instance, if the AI sets up colony in one of your systems, just try and ask them to remove the colony. I have often had the AI promise to remove the colony; but NEVER has an AI actually done this. They will often remove a ship from a system if you ask, but never a colony. This is especially annoying when they are your ally - you them must either allow them to stay or declare war on them and attack that colony.

What might work is that you demand the colony that disturbs you as a gift.
But I agree that the discrepancy between the promises the AI makes in the diplomatic Messages and its true actions are annoying.
If I really want some actions to happen as the peace between two empires, I cheat and switch them to human control for one or two turns.

Just put a warships in orbit, and gift it to one of their enemies. Then go and destroy/recapture the ship when its done.

Well, that's an interesting trick. I wonder what the chances are that the ship will attack the colony vs. run off and do some other crazy thing that pops into the AIs flighty 'mind'.
Another option is to use intelligence projects to wipe out the colony. You can use intelligence operations against your allies. It will cost you a little bit of 'good will' if they notice who is doing it, but as long as you don't have to remove dozens of colonies this should not be a problem. And lots of low-level 'sabotage' projects can do enough damage to completely destroy a new, small colony.
