Determine attack and defence bonus
Question: I did read that the maximum amount of bonus is 99%, and with talism. 100%.
If you will determine the attack bonus, you do your bonus - the enemy bonus, correct.
Is the maxi amount bonus, applied before of after this calculation:
1. me 120% (race, experience and combat tracking)
- enemy 5 % = 115 % ==> but max is 99%, so total bonus of battle will be 99 % for me
OR
2. me 120% (race, experience and combat tracking)
==> 99% due to max of 99% - enemy 5 % = 94 % ==> so total bonus of battle will be 94 % for me.

Re: Determine attack and defence bonus
AFAIK, there is NO maximum bonus. It might cap out at 256^2-1, but that is absurdly high. The 99% is the maximum to hit, not the max bonus. All modifiers are added together (including range to target), and then if the chance to hit exceeds 99, it is lowered to 99. But, the Talisman makes it 100 no matter what modifiers are in play, which is what makes it inherently unbalanced.

No, it just makes it overpowered for the cost to get it. Not inherently unbalanced, because if the thing cost 50k I doubt you'd see many complaints about it being too powerful.

Re: Determine attack and defence bonus
Just as some say organics is unbalanced, so others think so of talisman. taken out of context, yes they are, especially the talisman. However, you have to realize that the Organic weapons are meant for the early game. They are really powerful there, and then lose some of their potency later on.
The inverse is true for the religious. In the early game the religious tech is pretty much useless. It is expensive to research in the talisman, and if you concentrate on it exclusively then you will have no weapons to use it with or hull sizes big enough for it to be economical. If you see a religious player go for them early, if they hold on for the end game they will surely triumph in equal odds situations.
