Is there any easy way to mod the game so all players start with full research?

Easiest way is to make minor changes in Debug Mod (delete Super Wish, Super GoR, Contact Debug Sensei and Eyes of Debug).

It would. I just thought editing this mod would be easier then creating a new one from the blank sheet.

Hmm. Easiest way to max out all research without messing up unique artifacts is with a map granting a silly number of pure research guys right at the start, who die a turn or two later.

You can make it basically unable to do anything with them but research, by making them useless at everything else. Hopefully that would do the trick, but generally, no, the AI has no idea what to do with stuff like that. It would probably just over research one school a turn.
