Speech Questions for Mods

Again I probably have a stupid question. But here goes anyway. IM trying to figure out how to activate the speech in game. I know it has to be something simple, but for the life of me, I cant figure it out.

Anyone who could help with this, it would a great help....

Any time you read anyone mentioning speech in Space Empires, they are talking about the text message that the AI sends to you during the game. It is controlled by a data file called AI_Speech.txt. It's not actual speech that you can hear.
