I have read how many people are using the word 'revolt' for PPP. AS far as I can tell, (and IMO) that is NOT the case. The description of PPP reads something like:
"Install government officials sympathetic to your cause" or something to that nature.
The Intel Op "Anarchy Groups" do the revolt thing. It is a lower level Op but ACTS like a lower level Op. In fact, most times when I do Anarchy Groups Op (and succeed), the planets revolt and create new empires. I have NEVER had a PPP Op create a new empire (and I do extensive Intel in my games). So to me, that discourages the use of the 'revolt' concept, 'cause I DO agree with all of you as to the point "Why would a revolting planet that I cannot see (or have never met) decide to join forces with me??"
If you view the issue that way, its much more probable. However, I do agree that it is far too easy. In my games at around turn 150 or so, I can PPP at least 1 planet and Crew Insurrect at least 2 ships EVERY TURN!!
