SEIVG Runs s...l...o...w.... on my machine.
When I run tactical combat the ships move unbelivabley slowly.
This happen even when I have turned on the quick movement in the tactical combat.
I took my saved game to a friend's comput and ran the same combat and it ran with the expected quickness.
The funny thing is that my machine is faster, has a better graphics cars, more RAM, etc. than my friend's computer.
Any ideas on why this might be happening. I run at 1024x768x32bit.

Try turning off the music in backround, I have found that this does make a difference with speed in the game...

Turn off the *Animate Ship Movement* or something like that.
The ships will pop up from one place to another so there isn't really no time to see the ships or appreciate the ships. but it does make it move faster.

Try removing any CD from your CD-Drive.

Try what's already been suggested: Ship Animation off, CD Music off, remove CDs from the drive. All of those speed things up.
You might also try switching your monitor settings to 1024x768x16 or 24 bit. 24 bit (True Color) is way more than the eye can see anyway, and there's a barely perceptable difference between 16 and 24 bit color. By turning that down, you should be able to speed things up.
Many people have found that SEIV tends to run better on POS machines than top-of-the-line ones, for whatever reason...

A few people have reported that it runs faster with a CD in the drive, rather than without one. You just have to keep experimenting until you find a combo that works.
