Detailed Spell Index?
I remember in the past (a couple hard drive cleans ago) having a spreadsheet or something similar that detailed all the spells. It had useful information like what the "+" in scalable spells did and secondary effects. Did such a spreadsheet exist or am I imagining it?

I believe the spell database in question was compiled by DrPraetorious primarily for use in spell modding. Check the mod forums.

If you're just looking to see how big the '+' is, then just look at the Damage/Area column ('N'/'J' in an old version I have). The '+' is the value in the 1000's column. The manual will appear to differ on the base damage, because the base damage in the manual factors in the base level to cast, as in:
base = (Damage % 1000) + (level-to-cast * (Damage / 1000 )).

If your mage have a higher path he can summon up some more creature in some spell.
Take the Summon Ghosts for example.It's Number of Effect is 2+.
Anyone know about how spell like this scale?

You can see how they scale in DrP's spreadsheet of spells. It's a variable quantity as defined by their effect number (multiples of 1000, just like with aoe).

I find it hard to use DrP's Datebase also the Dom3 Unit Date base too.
I use the Spell Date Base too look for how the damage spell's damage scale with the path of mage.But for other spell i dont know what i can get from the date base.
For the Unit Date Base,i look for some summon unit's static sometime but find it best to summon one and see the detail in game.
I think i need some guide to take full use of these two date base.
And really Dom3 need a good wiki.The current one is far from complete.

Doing a wiki is a lot of work, no matter what methods you use to compile the data. Spreadsheets are harder to read but easier to do and can condense a lot of info in a small space.
There's no reason a Dominions Wiki couldn't be as comprehensive as for example The Witcher Wiki (most of which was made by a single person), but it would take a lot of time. This sort of things usually take the path of least resistance unless there is sufficient motivation and stubbornness involved.

Which wiki are you referring to? There's a non public one which might have the information to be honest.
