Default Retreating unit and OP-fire

It is noticed that retreating unit it is capable to do OP-fire?
It is normal for SP, and should be?

The answer is obvious, but it would be desirable to put all points above and.

Can you explain better?
Do you mean

1) Retreating units should opfire
2) On occasion (sometimes not often) retreating units rally & op fire
3) Something else

I am thinking 2 that is what happens

Unit is in a condition "retreating".
It attacks in the same turn enemy unit.
We retreating unit begins shooting on attacking enemy unit.

It was in battle in Steel Panthers.

Only specification is normally for SP (in fact it similar on a reality).
Or it bug?

Yes it is normal for that to happen but not very often.
It is not a bug meant to happen.
