1. No. The AI decides to scrap based on it's percentage of resources being used in maintenance costs, not some estimate of how many resources it "needs" for something. Set the maintenance percentage lower if you want the AI to maintain larger fleets. BUT: It might not hurt to add a new ability to space yards to let them recycle better. Or just increase the percentage of resources returned for scrapping in the main settings.txt file. Sure, this simplifies the game for human play and reduces or destroys the value of "Ultra-Recycling" facilities in the Resource manipulation field, but the AI doesn't (currently) use these anyway and if you want to make the AI a better challenge this might be a good thing.
2. This is supposed to save log files (the reports of "events" that you get at the start of each turn) of EACH player's turns so you can review them later. So far, I haven't seen it work. Hmm. Either it doesn't work or I've got some log files in some weird place on my disk and I can't find them.
3. It's the "advantage" that a defender has against an attacker in counter-intel to intel projects. So, you normally can counter 5 points of an alien empire's intelligence attack with 4 points of your own intelligence. After all, you should be a little bit better at defending your own culture against some weird alien trying to sneak around and steal information than sneaking around as a weird alien in someone ELSE's culture and trying to steal information, right? If you want to change the ratio, there it is.
