The Ultimate Mod has been discontinued. You can find the original release somewhere in the old scenarios archive. There was a second release that IIRC was only hosted on SpaceEmpires.org (well, hosted on a file server linked from SE.org...), but is unavailable now.

You may have meant SE4 Modding 101 Tutorial. If so, check my signature.
