Strategy question

I am not sure if I understand the engage distance settings correctly:

If you choose "medium" will the ship always try to keep the distance at the value of the medium range defined in the setting.txt?

If so, isn't that worse than in SE IV where the computer calculated the best distance for "optimal waepon range" considering the range of the weapons of your own ship and of the enemy.
